“The Second World: Empires and Influence in the New Global Order” 是不是可以看作美国学者对于未来20~30年世界格局的一种回应?虽然我很感兴趣这种回应在多大程度上能够代表主流政策制定者的想法。但是读起来至少给我一个潮流可能改变的信号。诚然,大尺度的描述和推理总是落下把柄遭人攻击(第一页甚至看起来像是科幻小说),可关键在于立场和价值观,细节总是可以商榷。如果说这本书给出的是美国人关于美国帝国的衰落和多元力量的崛起表述,那我们国家自己对于世界的描述又在哪里呢?
作者认定决定世界力量平衡的重点在除了美国、欧盟、中国三极之外的second world,定义虽然模棱两可,心态到时有几分神似:
To understand the second world, you have to start to think like a second-world country. What I have seen in these and dozens of other countries is that globalization is not synonymous with Americanization; in fact, nothing has brought about the erosion of American primacy faster than globalization. While European nations redistribute wealth to secure or maintain first-world living standards, on the battlefield of globalization second-world countries’ state-backed firms either outhustle or snap up American companies, leaving their workers to fend for themselves.
