顺着DP的BLOG链接我找到了PBS（美国公共电视网）讨论区里面关于西藏的这个帖子。断断续续看了3天才全部看完。我想现在能说大致有了个概念，到底怎样的立场我应该有。
帖子的作者M. A. Jones（真名应该是Mark Anthony Jones）旁征博引，要说观点新颖，也许未必超过了国内诸多写手。但是我觉得他厉害的一点是，他的所有观点都是有论据支持的（而且他还不厌其烦地把他所引证的所有出处都列了出来）。empirically verifiable evidences是反复出现的一个词汇。请注意的是verifiable不代表正确，但至少不是隔空打炮。我们的很多“辩论”就专门找对手的“逻辑”漏洞，我不是说这不行，而是这种方法很难成为推进对话的契机。不站在事实或者例证上谈，要我看来并没有太大的意义。也许对于Pro-tibet的人士来说Jones的观点他们完全无法接受，但是同样请拿出证据来说服我。我知道如果我们只限于“证据”，同样会带来这样的问题：有绝对权威的证据吗？（比方说因为提供证据的人本身，不管是观察或者统计数据其实都有bias）但就我所知，现在对于西藏问题的讨论不是证据太多，而是我们仅仅限于要么官方的说辞，要不就是exile giverment的控诉，然后陷入感情宣泄。
我想我倾向的观点是对大背景做一个判断：那就是文化革命之后总体上西藏的发展史良性的，基本人权和宗教自由可以得到保障，经济有发展。当然我说的人权是广义意义上的（我们不能只想到言论自由）。就像大赦国际所写到：
there is a growing recognition of economic, social and cultural rights as rights: that the right to food, to
housing, health care, employment, education, etc. are rights every bit as important as the right to freedom of speech or the right not to be tortured or arbitrarily detained. There is a growing understanding of the interrelationship and indivisibility of rights: civil, political, economic, social and cultural.
这就是亚玛蒂·森意义上的“自由”，包含了不受饥饿，有地方居住，有健康，就业，受教育的广义上的自由。同时我也承认有诸多的不足（就像中国的其他许多方面一样），具体可以看帖子里面那个英国人权组织的回应以及所例举的个案。我也相信这是真的。但是我不愿意夸大地理解这些是普遍发生在每一个人身上的（至少没有事实证据）。
在讨论的后半部有讲到政府在政策层面上可以操作的议题，我觉得更重要的却是《中国发展简报》里写道的：
just as ‘the market’ has impacted, with unevenly distributed costs and benefits on every corner of the globe. But cultures have seldom been pure or static; and never less so than now, in what has become a largely post-traditional and increasingly hybrid world. The great issue of the age is not how to preserve cultures intact, but how to ensure that people whose cultures are changing through internal and external pressures have a significant say in defining their own future.
